Why It Matters

Nobody measures the clock, which is why an owner who does knows something a buyer does not. The shortcut that compresses it is regulated. New York bars any person from using a cage or box dryer containing a heating element with that element turned on to dry an animal, with a civil penalty for each violation and nothing in it abrogating a common law claim. It reaches a person and not only a facility, so it follows a mobile groomer, and it bans the heat and not the cage, so the question in diligence is which unit is on the floor and whether the element gets used. Virginia goes further on cost: a groomer must provide emergency veterinary treatment and pays for injuries resulting from its own failure or actions, with none of the written notice a boarding place owes, so the customer is never told in advance.
