Why It Matters

In most of the country grooming is not a licensed category at all. Two state pet-business regimes read in full name distributors, pet shops, shelters, boarding kennels, breeders, brokers and research kennels, and grooming appears in neither list. Two states do license a grooming facility, and both of their primary sources refused every attempt to read them, so what those licenses require is recorded here as unread and not as absent. For a buyer the practical shape is that the constraint is usually local and not statewide: zoning, a kennel definition that catches overnight stays, and the water and waste conditions a municipality attaches to a grooming floor.
