Why It Matters

In most of the country grooming is not a licensed category at all. Two state pet-business regimes read in full name distributors, pet shops, shelters, boarding kennels, breeders, brokers and research kennels, and grooming appears in neither list. Connecticut and Colorado do license grooming, and the two terms below say what each asks. There is a third category the license question misses: New York regulates the WORK without licensing anybody, barring any person from running a cage dryer with its heating element on, which reaches a mobile groomer as readily as a shop. For a buyer the practical shape is that the constraint is usually local, in zoning, a kennel definition that catches overnight stays, and the water and waste conditions a municipality attaches to a grooming floor.
