Connecticut defines a grooming facility as any place, including any vehicle or trailer, maintained as a business where dogs are groomed. A mobile arm is not a way around the license. It is another licensed premises, on the same sanitation, disease, humane treatment and public safety terms as the storefront. A seller running vans without one is selling unlicensed revenue. A buyer planning to add mobile capacity should price the second license and the zoning certification with it.
