Why It Matters

Federal guidance puts transport at limited unless the state raises it to moderate or high, and high risk means fingerprints and a criminal background check for everyone holding five percent or more, plus a site visit. That is not paperwork, it is the calendar: it decides how many weeks after closing the business is unable to bill, which is working capital the buyer funds. A target with an unresolved overpayment, or a payment suspension over a credible allegation of fraud, waste or abuse, moves to the high tier from limited or moderate alike.
