Definition

The screening tier, limited or moderate or high, a state assigns an enrolling provider.

Why It Matters

Transport providers sit at the top of that scale in many states, and high risk means fingerprints and a criminal background check for everyone holding five percent or more, plus a site visit. That is not paperwork, it is the calendar: it decides how many weeks after closing the business is unable to bill, which is working capital the buyer funds. A target with an unresolved overpayment or a payment suspension ratchets the buyer's own application up a tier.
