Why It Matters

Wash water capture is the equipment and this is the recurring cost behind it. Federal law requires a municipal storm sewer permit to effectively prohibit non-stormwater discharges, and any discharge to a storm sewer not composed entirely of storm water is an illicit discharge, which is why the local ordinance a crew actually meets exists at all. The sanitary sewer is the alternative and it is not automatic. One large authority allows discharge only through a private connection at the customer's own facility, at a rate that will not back the system up, and forbids it at any manhole in the public right of way. The federal pretreatment rule allows hauled waste only at a point the treatment works itself designates. So route density is disposal density too. Ask whether the seller's own yard has a permitted discharge point, because a business without one is paying a hauler forever.
