Drought stage planting ban

Definition

The water utility's own stage rules, which stop new planting before they stop mowing.

Why It Matters

Texas makes every public water supplier adopt a staged drought contingency plan, and the higher stages name what may not be done. One North Texas ordinance prohibits hydroseeding, hydromulching and sprigging at stage three, and forbids irrigating new landscaping at stage four. Mowing and maintenance are untouched, so a declared stage does not close the business, it closes the install half of it. A book that is mostly maintenance rides a drought out; one that is mostly install loses its season mid-contract, and the utility decides when. Ask which water district the accounts sit in, and how often it has declared a stage in the last ten years.
