The state will not issue the successor a sales tax permit to carry on the business until the seller's liability is paid or an arrangement to pay it is made. The exposure here is being unable to operate rather than a sum that follows the buyer home. Oklahoma publishes this under Okla. Admin. Code section 710:65-9-4, and what releases the buyer is the sales tax permit itself, issued once the seller's liability is settled.
