Why It Matters
Capture rate is only a rate because federal law hands every patient the means to leave before anything has been sold to them. A practice claiming an unusually high one is either good at dispensing or quietly out of compliance, and the second kind does not survive the buyer's first properly run exam. The rule also bars charging any fee as a condition of releasing the prescription, and bars the liability waiver some practices still hand out. The three-year evidence file is a diligence artifact that either exists or does not: ask for a sample month of signed receipts or digital send records, and price a missing one as the habit it usually is.
