Premises registration
Definition
The registration on the building itself, separate from every license the vets hold.
Why It Matters
It is the cleanest sentence in this trade's rulebook: the premises registration is nontransferable, and on a change of owner or operator the holder must notify the board within thirty days. A buyer therefore acquires a practice whose right to operate at that address has to be applied for again, and the state allows only the responsible licensee manager to be substituted, never the owner. Add the federal controlled-substance registration, which cannot be assigned or transferred without written consent, and two of the three permissions a working clinic runs on start from zero on the day of closing.
