The licensed unit in this trade, which is the place and not the machine or the operator.
Why It Matters
Ohio treats a vending machine location as a food service operation and requires a separate license for each one, so the count that matters is not the machine count. Its definition of a location is physical: machines more than one hundred and fifty feet apart are two locations, not one. Machines dispensing only prepackaged non-hazardous food, nuts, gum or wrapped candy are exempt, which is where much of a small route sits. On a sale a license may be transferred, but only if the licensee consents and only once in a licensing period, and the licensor must find the buyer already compliant before it moves.
