Wood movement quarantine

Definition

A state order making your own chips and stumps regulated articles you cannot move.

Why It Matters

Minnesota's emerald ash borer order turns a tree service's own output into regulated articles: ash logs, chips and mulch, stumps, roots and branches, plus hardwood firewood of any species. Moving them out of a quarantined county needs a compliance agreement with a certificate traveling to the final destination, or a designated receiving facility that accepts only between October and April. That seasonal window is the operating fact, because it decides where seven months of chips can go. Penalties run to thousands of dollars a day. The federal quarantine was lifted in 2021, so the live rules are each state's own and they differ.
