The waste-tire number the state assigns to a shop because it generates scrap tires.

Why It Matters

The number belongs to the generator and the duty arrives with the keys: written notice of any change of business operator or owner goes to the department within ten days of the change, so the clock starts at closing and runs while a buyer is still learning where the light switches are. The manifest file is the other half of it. A generator keeps a copy of every completed manifest form at the place of business and keeps them for three years, which means a buyer can ask for three years and read whether tires left on a registered hauler's truck or with whoever turned up. A shop that cannot produce them has been paying cash to make a pile disappear, and the next pile is the buyer's.
