Why It Matters

Spare-driver ratio says a route that does not run is a contract breach. This is what a spare needs in hand to run a route they have never driven. Ohio requires a detailed route sheet on board each bus. It carries directions to designated stops, the time schedule, the driver's designated place of safety, the number of riders at each stop and which side of the road they live on, and a list identifying road hazards. The next paragraph asks that a responsible student be designated to help a substitute, which tells you how thin the paper usually is. Rider counts by stop are also the input to any re-bid, so a fleet whose routes live in the drivers' heads cannot price the next contract cycle.
