The top-tier plumbing license, held by a named individual, that a plumbing company must have on staff to pull permits, sign off on work, and legally operate in most jurisdictions.

It is often the scarcest asset in the deal: if the master is the retiring owner, the business cannot operate without a replacement, so lining one up is a closing condition, not an afterthought.
