The order freezing plant stock on the shelf, with no compensation for it.

Why It Matters

The floral dealer permit makes the point that no exam protects the shop from the next one opening down the road, and leaves open what the permit is for. This is what it is for: it makes the inventory reachable. Florida lets the department order the owner of plants or plant products to stop selling or moving them where it has good reason to believe a rule is broken, and the hold runs until the department issues a written release. Material moved or disposed of against a quarantine is contraband and is confiscated and destroyed without compensation. Read the two powers separately. Nursery stock registration reaches the live plant side; the seizure power uses a wider definition that takes in cut material, so a shop can sit outside the registration and inside the seizure. Ask for the inspection and hold history, and for the sourcing chain.
