The state's accounting for a driving lesson: only the student at the wheel earns an hour.

Why It Matters

The backlog term says classroom hours can be taught to thirty at once and in-car hours cannot, and this is the rule that makes it so, in stricter terms than the sentence implies. Ohio allows no more than two students in the car and gives credit only to the one driving, so a car in service for eight hours clears eight student-hours and not sixteen. An hour also means sixty minutes of instruction with breaks excluded, which removes the fifty-minute hour a seller may have been running. And each student is capped at three in-car hours a day, so nobody finishes the required eight in fewer than three appointments however empty the calendar looks. A buyer planning to clear the queue by hiring instructors is modeling the wrong constraint. The binding one is cars times road hours times one driver each, and relieving it costs capital.
