The state approving the buyer as the licensed operator before the ownership actually moves.
Why It Matters
Most permissions on this site are obtained after a closing or transferred with it. Ohio reverses the order: a new owner files an original enterprise application and it must be approved by the director before ownership is conveyed, so there is no lawful sequence in which the buyer closes first and files afterwards. The named official supplies criminal background checks dated within ninety days and attends an orientation beforehand, and the school license runs to the end of the calendar year whoever holds it. Sequenced properly there is no operating gap; sequenced the usual way there is no lawful deal.
