Why It Matters

Florida runs barbering and cosmetology as separate chapters with separate boards, and Ohio merged both into a single state cosmetology and barber board. The answer decides who inspects the shop, which services it may legally sell, and whether a barber and a stylist can work the same floor without a second license on the wall. Florida's barbering definition takes in coloring hair but not nails, so a shop there that has quietly added nail services may be operating outside what its own license covers, a finding that surfaces in a complaint and not in the books.
