The ladder a police list uses to drop a company, and the bar a buyer has to clear itself.
Why It Matters
Washington publishes both halves. Minor violations inside twelve months run a written reprimand, then a thirty-day suspension, then sixty to ninety days, then termination of the appointment, with major violations suspendable on the first one and the commander free to weigh anything from the previous thirty-six months. There are twenty days to ask for a hearing and an adjudicative proceeding within ninety, with the burden on the party seeking the suspension. The fastest way off the list involves no hearing at all: cancelling the bond automatically cancels the operator registration, which ends the appointment immediately. The buyer is the part most books miss. The patrol may require every officer and every holder of a tenth of the stock to apply, and an applicant needs two years in the industry, which a buyer can meet by keeping the existing management and crew for a year.
