Why It Matters

The private utility term covers water and sewer, and a gas leak under an occupied park is the hazard nobody lists beside them. The federal pipeline rules define a master meter system by naming the mobile home park, where the operator buys metered gas and resells it through its own pipes. It counts whether residents pay through a meter or through their rent. That makes the park a pipeline operator, with a written manual for operations, maintenance and emergencies, reviewed at least once each calendar year. Its lines need a leak survey with detection equipment at least every five calendar years, and every three where unprotected pipe cannot be surveyed electrically for corrosion. Residents must get a public awareness message twice a year under a written procedure. A propane system piped to ten or more homes falls under the same federal part. Ask for the manual, the survey records and the pipe's age and material, then price conversion to the utility's own service.
