Why It Matters
California says plainly that a permit of this class may not be transferred, while the certificate classes above it may be, for a filing fee. If the target holds one, a buyer is acquiring vehicles and a customer list, not an authority, and the re-application gap belongs in the price and in the closing conditions. The cap bites a second way: run one vehicle seating sixteen or more, even occasionally, and the permit does not cover the work at all.
