Why It Matters
Florida stripped local licensing from a list of trades and left fencing a door that painting did not get: a local government may continue to offer a license for fence installation and erection if it imposed that requirement before the first day of 2021. So the answer to whether this business needs a license is a city question in that state, and the seller's own municipality is the only place to ask it. California takes the opposite approach and gives fencing its own contractor classification covering fences, corrals, railings, backstops, flagpoles and gates, with a boundary worth knowing at the edge of the scope: masonry walls are excluded and fall to a different classification.
