The fresh federal approval a buyer needs before the store may take food benefits again.
Why It Matters
Inside sales is where the margin is, and a slice of that basket is paid with a federal benefit the seller is authorized to accept and the buyer is not. The authorization card is nontransferable on the face of the rule, and the agency has forty-five days from a complete application to approve or deny. In a store where benefits are a real share of the basket, that is a revenue hole arriving in month one while the rent and the fuel contract carry on. Worse is the transferee rule: a buyer who is not a bona fide transferee may not accept benefits until the government has been paid any penalty imposed on the seller. Ask for the authorization letter and its expiry, ask whether the store was ever sanctioned, and apply the day the purchase agreement is signed.
