Cardinal Infrastructure Group
The Firm
It has been buying small Carolina contractors since 2021 and only started publishing dated releases when it listed in December 2025. Its own timeline names six earlier purchases across grading, roadways and site preparation, which is the searcher-scale half of its record and the half a reader most wants.
That timeline dates every pre-listing deal to a year and no month, so none of them can sit in a dated row here without inventing a day. They are background instead, which is where they belong, and the three dated releases below are what the row rests on.
The two purchases with releases of their own are far above the size an individual buyer transacts at. A grading company with a hundred and sixty million dollars of revenue is not a searcher's target, and a searcher meets this buyer as the second or third owner of what they build rather than as the first.
Read again in September 2026: the investor site hangs every page to a timeout and answers only its feed, which is how a paving purchase inside the August results release was found with its city cut off. The corporate news page lists every headline and no body, and a share offering in June and the first asphalt plant are the year's other news.
What It Buys
Raleigh, North Carolina. A listed Southeast site development company that buys grading, clearing and underground utility contractors outright and runs them as named subsidiaries inside one self-performing group.

Confirmed Deals
3 deals traced to announcements by Cardinal Infrastructure Group, 2026, newest first. Firms that announce every deal show a fuller run here than firms that report acquisitions as quarterly counts, so read this as the evidence that clears the bar rather than as the firm's whole record.
- Allied Paving · August 11, 2026
A paving company announced inside the second quarter results release, whose body the investor site walls; paving, not excavation.
- Piedmont Pipe Construction · June 2, 2026
A wet utilities contractor working across the Carolinas since 1999, folded in as a tuck-in under the group's civil brand.
- A.L. Grading Contractors · February 18, 2026
A fourth-generation Georgia site developer doing grading, underground utilities, erosion control and clearing.

The other confirmed bidders
No second firm is confirmed in this trade from a primary source. That is the edge of the evidence rather than proof the field is clear, and a firm can be consolidating a trade for years before it says so anywhere we can cite.
