AttributeSCOREVeterans Business Outreach Centers
What It IsA nonprofit SBA resource partner running free one-on-one business mentoring through a network of more than 10,000 volunteer mentors across 171 chapters, by video, phone, or in person, plus free and low-cost workshops; mentoring explicitly covers buying or selling a business. Buying an existing business is now a hub of its own on the site rather than a line inside mentoring. The SBA's veteran-focused resource partner: 31 centers providing free business consulting and free or low-cost training to veterans, service members, and military spouses, including one-on-one counseling, the Boots to Business course, and referrals into the SBA lender and program network. The program's own page has folded into SBA's combined resource partners page, where it sits as one section beside the development centers, the mentor network and the women's centers.

Pricing ModelFreeFree
What It CostsMentoring is free with no cap on sessions, meetings run about an hour by phone, video, email or in person, and the reply usually comes inside two days. The national workshops are tagged free.SBA states 31 participating organizations and its own directory lists 29 with a coverage line. Note what the page no longer says: the word free appears for the women's centers on the same page and not for these, so treat any no-cost claim as needing the center's own confirmation.
Best ForA free sounding board with operating scars, especially valuable before the deal, when what you need is someone who has run a business asking you hard questionsVeteran and military-spouse buyers who want free counseling plus a guide into the SBA ecosystem, including the fee relief and programs that specifically favor veteran borrowers

Our VerdictTake the free mentor and ask specifically for one who has owned a business; the price is right and the accountability is real, but keep your deal team professional. If you served or your spouse did, start here before paying anyone: the counseling is free and the program navigation alone can be worth real money at closing.
Pros
  • Free, unlimited, and nationwide, with remote mentoring available regardless of location
  • Mentors are volunteers with real operating backgrounds rather than salespeople
  • Backed by the SBA partner network, so it connects naturally to lender and program resources
  • Free one-on-one counseling from centers that exist specifically for military-connected entrepreneurs
  • A natural on-ramp to SBA fee-relief programs and veteran-focused lender relationships
  • Referral network across the whole SBA partner system (SBDC, SCORE, district offices)
Cons
  • Mentor quality and acquisition fluency vary widely; many mentors have never bought or sold a company
  • Advice runs generalist, so deal-specific questions (valuation, structure, SBA mechanics) usually need specialists anyway
  • Volunteer scheduling moves slower than a paid advisor
  • Startup-oriented programming dominates; acquisition fluency varies by center
  • 31 centers means coverage is regional, though remote counseling is common
  • Like all free advising, it complements rather than replaces a paid deal team

Our take

Choose SCORE for the long middle of a search. More than 10,000 volunteer mentors sit across 171 chapters, there is no cap on sessions, and buying a business is a hub on its own site rather than a line inside mentoring. What varies is the mentor and not the program, so keep asking until you draw one who has bought or sold something.

Choose a VBOC if you are a veteran, a service member, or a military spouse and what you need is the SBA ecosystem explained by somebody inside it. SBA counts 31 participating organizations, running counseling and Boots to Business, with referrals into the lender network and the fee relief veterans qualify for. Its page no longer says free where it once did, so confirm the cost with the center, and bring the acquisition question rather than waiting for it.
