Definition
The share of a job seeker's fee a state makes the agency return when the job ends early.
Why It Matters
The conversion fee is charged to the client and capped by two states. This is the same desk's other fee, charged to the job seeker, and a third state caps and refunds it. Washington holds that where an applicant is placed and the employment ends within sixty days, the gross fee may not exceed twenty percent of what that person actually earned, and an undisputed refund request is due within thirty days. On a two-week washout that is nearly the whole fee. A desk charging candidates books it at start date and carries a sixty-day clawback window, so an aging file of unanswered refund forms is a payable nobody accrued. That chapter excludes temporary service contractors by name, so a pure temp book sits outside it and a candidate-paid direct-hire desk does not.
