The individual whose federal lead credential must direct work in a pre-1978 home.

Why It Matters

The unlicensed job ceiling is a state rule about size and this federal rule ignores it: it reaches all renovation performed for compensation in pre-1978 target housing, with no dollar floor at all. The firm holds a certification and a person holds this one, and the person's duties are what cap a painting business. A certified renovator must be physically present while the warning signs go up, while the containment is established and while the work area is cleaned, and available on site or by phone at all other times. One certified renovator is therefore a hard limit on how many covered crews can run at once. The refresher is the quiet trap. A course without hands-on training certifies for three years and one with hands-on for five, so a crew can be out of date while everybody believes they are on a five-year cycle. Minor repair has its own threshold, and jobs in one room inside thirty days count as one job.
