Licensed capacity

The maximum number of children a center is licensed by the state to enroll, set by square footage, room configuration, and staffing.

Capacity is the ceiling on revenue: a center at capacity can only grow on price, and one far below it may signal a demand or reputation problem, so utilization against capacity is the first read.
