# Stormwater notice of intent

A term used when buying excavation.

The permit coverage a site needs before the first blade, held by the operator.

One acre of land disturbance is the trigger, and work under an acre counts if it is part of a larger common plan that will disturb one. The operator named on the notice carries the enforcement exposure, which is why a [change of ownership](https://searchspheresource.com/glossary/change-of-ownership) is a permit event on every open site at once and not a filing to do afterwards. Ask for the open notices by site and read whose name is on each, because the seller's entity may still be the named operator on a job the buyer is now running.
