## First, the Contract and the Drivers

Two things sit between a buyer and this revenue, and the first is the district contract itself. Wisconsin requires the owner or lessee of every privately owned vehicle carrying pupils for pay to be under written contract with the school board. So a new entity formed to buy the buses carries no pupils for pay until it holds a contract with the board in its own name. The second is per driver: a commercial license with a passenger endorsement and a school bus endorsement, the skills test for each gated behind training from a federally registered provider, and in many states a separate certificate with a fingerprint check on top.

Contract pupil transport has no benchmark page of its own. The nearest class is limousine and passenger transport, which the publisher describes as limousine, shuttle, taxi and related passenger transport, so it covers the shuttle half of this trade and not the district-contract half. That class sold between 1.72x and 2.87x [SDE](https://searchspheresource.com/glossary/sde) across 2021 to 2025 with a 2.37x median on a $474,950 median sale price. A contracted book with years left on it should price above a shuttle operator's spot work, and the argument for that premium has to be made from the contract and not from a benchmark.

The wage line decides what routes a contractor can take. School bus drivers earned a $47,920 median in May 2025 while transit and intercity drivers holding the same license class earned $59,050, a gap of more than eleven thousand dollars for the same credential. The work is part-time and seasonal by nature, which is why pay alone rarely closes it. Overall bus driver employment is projected to grow two percent from 2025 to 2035 and still open about 77,600 positions a year, almost all of them replacements. The fleet is the balance sheet here, and it is worth commissioning an [orderly liquidation appraisal](https://searchspheresource.com/glossary/orderly-liquidation-appraisal): used equipment counts at half of net book value without one and eighty percent with it. Buses clear the twenty thousand dollar threshold individually, so unlike a van fleet they are collateral a lender will actually take a lien on. Size eligibility runs to thirty million dollars of revenue for school and employee bus transportation, well above searcher scale. The contract assignment is the condition to close that matters most, because without it the loan funds a fleet with nowhere to drive.

- **Spare-driver ratio**: Drivers held above the number the routes need, so an absence does not cancel a run. A route that does not run is a contract breach and not a bad day, and the district notices. Because a driver takes months to credential and not a week, the ratio is the operational number that decides whether a contractor can bid the next route or has to decline it. Federal rule exempts a home-to-school run from most carrier safety rules, but the commercial license, drug and alcohol testing with its clearinghouse queries, and the phone and texting bans all still apply. The federal money floor skips that run too, so the floor is a state one and it attaches to the VEHICLE, not to the company: no motor vehicle may be used as a school bus unless a policy is maintained on it. Wisconsin sets $75,000 for each person and scales the per-accident limit by seating capacity, from $150,000 at seven seats or fewer to $1,000,000 at thirty-seven or more. The state will not issue plates for a bus without the certificate on file, and revokes registration the day a policy is cancelled. Read the fleet's certificates against the seat counts before pricing an older large bus, because the coverage moves with capacity.
- **Owner-held medical report**: Ohio's rule that a school bus owner keep each certified driver's physical exam report for six years. Ohio puts the retention on the operator: paragraph (E)(7) of rule 3301-83-07 says physical examination reports for persons certified by the medical examiner are to be retained for a period of six years by the school bus or motor van owner. The exam is keyed to the school calendar and not to a rolling year, because paragraph (C)(1) schedules it after the first day of May and makes it valid for the upcoming school year. Both facts land on a buyer. A deal closing in the winter inherits certificates that expire together at the end of the term, and six years of reports sit in the seller's cabinet, so settle whether they travel with the fleet or stay with the entity that held them.
- **Detailed route sheet**: The stop-by-stop sheet Ohio requires on board every school bus, road hazards included. Spare-driver ratio says a route that does not run is a contract breach. The multiples are quoted on SDE, which adds the owner's pay back into earnings, so they hold only if you do the owner's job.
