# Ownership continuity threshold

A term used when buying pawn shop.

The share of equity that must carry over for a transfer to avoid a fresh state application.

Most ownership changes at a pawn shop require a new application to the state. In Florida the escape hatch is a continuity test: no application is required where holders of at least ninety percent of the equity before the change continue to hold at least ninety percent after it. That is a narrow gate and it shapes the structure of a staged buyout far more than tax treatment does. What the wait actually looks like is the half most often overstated, including here until this was checked. Florida may issue a temporary license on receipt of an application to transfer an existing one, effective until the permanent license is issued or denied. So the gap is bridgeable, and a deal does not have to sit dark through it. Establish which side of the threshold a proposed structure falls on before agreeing to it, and ask whether the temporary route is available.
