# Work zone traffic control

A term used when buying paving.

The federal manual's rules for the cones and signs on a road the public drives, which stop at parking aisles.

A paving crew on a road shares it with drivers who never hired anyone, and the federal traffic manual is written for them. Federal rule makes the manual the national standard for every traffic control device on a street, highway or bicycle trail open to public travel. That includes the roads inside shopping centers, airports and arenas where the public may drive freely, and it excludes parking areas, the driving aisles inside them, and roads behind a gate closed at all times. So one customer can put a ring road inside the manual and its parking lot outside it. On a road the public drives, the cones, signs and closures follow the manual's temporary traffic control part. Wherever a construction crew uses flaggers, [OSHA](https://searchspheresource.com/glossary/osha) makes the flagging and the flagger's garment conform to that same part, in a lot or on a road. Ask what share of revenue came from roads the public drives, and whether the bids priced traffic control as its own line or buried it.
