# Paving season blackout

A term used when buying paving.

The stretch of the year a specification effectively closes to wearing-course paving.

A state specification sets a minimum surface temperature for placing hot mix, higher for a thin wearing course than for a base lift, and in a cold state that table closes months of the calendar without naming a date. Some also name dates, and the one read here, New York's, is a placement window for the top course with a limited warranty owed for work outside it. Either way a contractor whose work is public has a structurally dead stretch on that revenue line, and a private book still loses the shoulder days. Ask what share of the last three years came from public work, and read the winter months of each.
