# Blowing agent transition

A term used when buying drywall.

The federally mandated change in what spray polyurethane foam is blown with, and its second date.

A technology transitions rule restricts foam products made with substances above a set global warming potential and names rigid polyurethane spray foam in its own clause, with manufacture and import barred from the start of 2025. The date most people miss is the second one. Three years after each subsector's date, nobody may sell, distribute or offer the old product, or purchase or receive it for sale or distribution, which puts the start of 2028 on any inventory still sitting on a shelf. So the rule reaches a distributor's stock and not only a manufacturer. The section has been amended several times since it was issued, most recently in 2026, which makes it one to re-read on a cadence and not to cite once.
